Area 2

Bleak Beach

Storm-wrecked Vermilion City, with the S.S. Anne aground

A coast locked in permanent darkness, day or night. This is the electricity area: you generate power, string it across town on utility poles, and light the place up until the flowers on Mosslax's head bloom and it finally wakes. Peakychu, Smearguru and Zorua all join here, and from v2.0.0 helping Manaphy here is what unlocks Dive.

Brighten Things Up
In Bleak Beach, there is perpetual darkness regardless of if it is day or night. After helping Meowth with a few tasks to help brighten the area using Generate with Pawmi. Soon, Trubbish will hear a noise behind a wall. Break it down and you'll find Mosslax
Trubbish will recommend that Professor Tangrowth's help on how to wake it up. Bring Tangrowth and it will postulate that the reason Snorlax hasn't woken up is because it is too dark and recommends you start brightening the area up. Start lighting the area up to bring it up and you can check with Tangrowth to see how bright it is.
Once you've helped Torchic with another task, you will find the Charging Station. Get the brightness up enough and two flowers will bloom on Snorlax's head and Tangrowth feels the task here is working and to get more flowers to bloom will wake it up. Soon after, a wounded Pokémon is found nearby, a pale Pikachu called Peakychu. Peakychu is confused as to where it is and wonders where its friends are but comes over to help and suggests makig seashell lamps in the cave to lighten it up even more.
Peakychu will say that if there's enough power, it will be able to illuminate the area and brings you to a windmill to help connect the town up to fully brighten it up. Connect power stations up and activate furnaces and water wheels to generate enough power. When enough power is generated, Peakychu will use Illuminate to finally brighten up the area. This attracts the attention of Raikou which unleashes a thunder which wakes Mosslax up.
